Second Video conference of cross-border partners organised within the Project
“Firefighters and emergency management Recas-Zagubica”

Acting in emergency situation and risks of possible flooding in cross-border communities of Recas and Zagubica, were the the main topics of the second Video-conference organized within the project “Firefighters and emergency management Recas-Zagubica”. In Conference participated representatives of the local communities, experts engaged in developing the Study for acting in emergency situations and representatives of Public Communal Company “Belosavac”, and the Team for Emergency situations of Municipality Zagubica. During the Conference, representatives of two municipalities have presented hydrographic and climate conditions in their municipalities and pointed to dominant water-streams and potential risks of flooding.
Mr. jovica Trailovic, representative of PUC “Belosavac” has stressed the River Mlava and its confluents as the dominant water-stream at the territory of Municipality Zagubica. According to Mr. Trailovic, Mlava river falls in the group of torrent water-ways, as well as its confluents, with distinctively short period of raising waves, also followed by significant production of deposits carried away from associated river basin. System of current flood protection, as Mr. Trailovic stated, is organized and delivered according to the following phases:

Regular current flooding protection is declared when the water-level at competent water-measuring station or other measuring location reaches the level of regular protection identified in operational plan, and further raise of water-level is expected. During the regular current flooding protection, the following measures are undertaken: observation and monitoring of water-level fluctuation, status of protected objects and if needed measures necessary for prevention of unwanted occurrences.
Emergency current flooding protection is declared when the hydrographic network, built drainage and sewage systems are not able in envisioned period to drain the flooding waters from the endangered area, where exists the risk of endangering safety of citizens or damaging material goods. When water-level at competent water-measuring station or other measuring location reaches the level of regular flooding protection established by criteria for introduction of flooding protection measures from operational plan, and further increase of water-level is expected or when protective objects are threatened, emergency external waters flooding protection is declared, base don the phase III of flooding protection.
Accentuating the issue of area`s risk of flooding, dr Mihailo Raktnic, expert on the Project, pointed out the fact, that for the overall perception of the area`s level of risk of damaging influence of waters, it is of particular importance to know:
– natural characteristics of the area – hydrological characteristics of dominant water-ways and confluents,
– data on built protective systems
– data on disposition of potentially threatened objects in relation to water-ways
– having insight in problem of protection of natural resources located at the coast of regulated and unregulated water-ways.
Answer to all above mentioned issues related to flooding risks of the area will be actually provided by the Study.
During the Conference, representatives of the Municipality Recas, expert for emergency situations Mr Sasu Ioan and Project Manager Ms Rosalia Boldizsar, have accentuated problems of this local community in Romania, related to possible flooding as well as the manner of acting of rescue teams in this part of Romania and legal provisions in the sector of flooding protection.
During the Video-conference, the next activities were agreed on, specifically related to other segments of the Study development, informing the citizens and students and preventive acting, so during the next months, new activities will be organized within this Cross-border cooperation Project.
Main objective of the Project “Firefighters and emergency management Recas-Zagubica” is to improve conditions for emergency situation response in cross-border communities, strengthen local stakeholders and contribute to more efficient action in fire protection cases, which will altogether significantly contribute to decrease of the damages caused by fires. Activities implemented through this project will identify current situation related to potential risks, define emergency situation response and action strategy, and enhance information and knowledge of citizens in the area of environment protection. Project also envisions procurement of firefighting vehicles and equipment which will contribute to more efficient and faster response in cases of fires, as well as establishment of volunteer firefighting team.
Project “Firefighters and emergency management Recas-Zagubica” is being implemented within the Cross-border cooperation Programme Romania-Serbia financed by the European union, through the Instrument of Pre-accession assistance (IPA II). Implementation of the Project has begun in June 2017 and will last until the November 2018. Total budget of the Project amounts 1.414.018 euro, of which European union is financing 1.201.915,30 euro, and Municipalities Recas and Zagubica are co-financing the project with 212.102.70 eur.
